2016 Job Description Assistant Engineer
The Opportunity
Under direction of the Engineering Manager, performs engineering, project management, construction management, and other engineering or technical services for the Agency. Makes calculations, performs design work, administers contracts, maintains records, and conducts studies regarding capital projects and treatment plant processes and optimization, and performs related work as required.
This is the entry-level non-registered classification in the engineering series. Incumbent has a working knowledge of various aspects of civil and environmental engineering as it relates to planning, design, construction, operations and maintenance of wastewater collection, treatment, and disposal systems. The duties involve frequent contact with engineers, consultants, contractors, and other agencies.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education
Equivalent to a bachelor’s degree (B.S.) from four-year ABET-accredited college with major coursework in Civil, Mechanical, Environmental, or Chemical Engineering. Graduate degree in Environmental/Civil Engineering desirable.
Experience
No experience is required. However, one or more years’ experience in a water, wastewater, or environmental related field is desirable. Experience operating a Computer Aided Design (CAD) system, hydraulic analysis software, and project scheduling programs is desirable. The Assistant Engineer class is flexibly staffed with the Associate Engineer. An incumbent Assistant Engineer may advance to Associate Engineer after gaining five (5) years total of related work experience, one year of which includes of project management assignments, demonstrating proficiency at the Assistant Engineer level, and meeting the professional registration requirements for an Associate Engineer.
Compensation and Benefits
The salary range for this position is $89,912 – $108,414 annually.

Health Insurance – Agency offers fully paid medical (based on the Kaiser Bay Area rate), dental, and vision insurance (VSP) for employee and dependents.
Retirement – Employees hired after 1/1/2013 and do not have membership in CalPERS or reciprocal retirement systems are subject to the provisions of the Public Employees’ Pension Reform Act of 2013.
Long-Term Disability and Life Insurance – The agency offers fully paid policies for the employees. The amount of life insurance provided is $100,000.
Vacation – Employees earn 10 days each year for the first 3 years of employment, 15 days through completion of the 7th year and 20 days thereafter.
Sick leave – Employees accrue one day per month.
Holidays – Employees are granted 13 holidays per year, including 3 floating holidays.
Merit pay – An employee can earn up to 5% per year merit based on performance.
