About the District

Delta Diablo is a California special district that provides water resource recovery services to the City of Antioch, the City of Pittsburg, and the unincorporated community of Bay Point. The water resource recovery services consist of secondary treatment of wastewater, recycled water production and distribution, pollution prevention, energy recovery, beneficial reuse of biosolids, street sweeping, and household hazardous waste collection. Serving nearly 200,000 residents and encompassing 54 square miles, Delta Diablo, hereinafter referred to as District, is an award winning agency with a mission to protect public health and the environment.

The Position

The Principal Engineer reports to the District Engineer and assists in setting the strategic vision for the Engineering Department. Leading the engineering projects section, the Principal Engineer will be responsible for the development and, administration and implementation of the District’s multi-million dollar Capital Improvement Program (CIP), working closely with other divisions on the planning, design, plans and specifications and construction of District projects. The incumbent will manage the District’s most complex projects, programs, and technology innovation efforts, including the integration of special projects with schedules of continuous operations, and will oversee development review and engineering studies, and direct projects/programs requiring extensive interdepartmental and regional cooperation.

Ideal Candidate

The Principal Engineer will be an influential and collaborative leader who can effectively engage and interact with internal and external stakeholders, industry partners, and public officials involved in transforming the wastewater treatment industry into an innovative resource recovery industry that utilizes highly innovative technological approaches. The ideal candidate will place high value on working closely with staff from finance, operations and maintenance to assure their ideas and needs are integrated into the capital improvement program, related projects and other Engineering activities, such as Geographic Information System development. The ideal candidate will also be able to develop and implement engineering operating policies and procedures; evaluate, plan and establish a sequence of action for multiple projects to progress toward specific objectives; provide verbal and written direction and advice to a wide variety of stakeholders and officials; persuasively communicate ideas to assert a point of view in complex or controversial situations; establish and maintain open and honest communications with co-workers at all levels of the organization; exhibit and instill in subordinates a high customer service priority; read, write, speak, and present effectively.

Qualifications

The selected candidate will be a registered Professional Engineer (Civil, Mechanical, Electrical, or Industrial) with the California State Board of Registration for Professional Engineers and Land Surveyors, as well as have a Bachelor’s degree (or combo of equivalent work experience, training and education) from an accredited college or university in Civil Engineering or closely related field. At least eight (8) years of professional level experience in civil engineering water or wastewater capital improvement planning, construction and secondary wastewater treatment plant maintenance experience in a supervisory capacity is required.
