About the District

Delta Diablo is a California special district that provides water resource recovery services to the City of Antioch, the City of Pittsburg, and the unincorporated community of Bay Point. The water resource recovery services consist of secondary treatment of wastewater, recycled water production and distribution, pollution prevention, energy recovery, beneficial reuse of biosolids, street sweeping, and household hazardous waste collection. Serving nearly 200,000 residents and encompassing 54 square miles, Delta Diablo, hereinafter referred to as District, is an award winning agency with a mission to protect public health and the environment.

The Position

The Information Technology Manager reporting to the Business Services Director, manages and administers the District’s information technology systems (network, personal computers, telecommunication, and Supervisory Control and Data Acquisition (SCADA) systems, integrated financial services and human resources system, business and software applications) with operational excellence and responsiveness. Using his/her technical skills and experience, the IT Manager helps determine the best, most progressive and cost effective strategic direction for the District IT Infra- structure. A forward-thinking supporter of innovation and change, the IT Manager remains current on new technology (cloud, open source, mobile, security, and virtualization) to support and enhance the operational efficiencies of wastewater and recycled water treatment processes and other resource recovery efforts in the wastewater/water industry.

Ideal Candidate

The Information Technology Manager will be a self-starting problem solver with an extensive background and ex- pert knowledge of networking and routing protocols, server and desktop hardware, virtualization, storage solutions, and infrastructure best practices. In addition to strong technical skills, the ideal candidate will possess exceptional verbal and written communication skills and a strong customer service orientation that enables and empowers end users to securely utilize technology with minimal IT assistance. He/she must be able to explain simple to complex technical issues, problems and proposed resolutions clearly and concisely to non-technical internal customers. The ideal candidate operates comfortably and effectively at both the strategic and tactical planning levels while successfully managing the implementation of new and re- placement systems, infrastructure components, bandwidth upgrades, and other related systems and applications. The selected candidate will lead and participate on multi- disciplinary teams related to technology as well as other multi-faceted resource recovery initiatives.

Qualifications

The selected candidate will have a bachelor’s degree (or combination of equivalent education, work experience and training) from an accredited college or university in Information Technology, Management Information Systems, Computer Science or closely related field. At least five (5) years of professional level experience in system administration, computer operations and technical support for a networked system as well as experience selecting, installing, operating and maintaining major information and telecommunication systems is required. Strong management skills, leadership ability and a facilitative coaching and mentoring style of supervision will be critical to success in this position. A Certified Network Engineer certification and operating systems expert certification for vendor authorized system updating and troubleshooting are highly desirable.
