ABOUT THE District

The East Contra Costa Fire Protection District (ECCFPD) is a rural funded fire district that protects approximately 249 square miles and over 115,000 residents. The District provides firefighting personnel and emergency medical services (basic life support) to the residents and businesses of the City of Brentwood, and Oakley, and to the Township of Discovery Bay, Bethel Island, Knightsen, Byron, Marsh Creek, and Morgan Territory.

As of July 1, 2017, ECCFPD has three (3) fire stations staffed by three (3) fire- fighters, for a total district staffing of nine (9) firefighters per day, The district responds to over 7,500 calls a year that depend on approximately 9,000 fire engine responses.

THE OPPORTUNITY

Under the general direction of the Fire Chief, the Fire Marshal will oversee the Fire Prevention Bureau including the development, implementation, and administration of the District’s first Community Risk Reduction Program.

This will be the first Fire Prevention Bureau with East Contra Costa Fire Protection District. The incoming Fire Marshal will be tasked with building the Bureau from scratch.

The Fire Marshal will be responsible for a variety of highly technical and specialized fire, life safety, and prevention functions and will provide the technical expertise and leadership necessary for successful execution of the District’s Community Risk Reduction Program.

KEY RESPONSIBILITIES

  • Confers with and advises architects, engineers, attorneys, developers, and the public regarding the Fire Code and related ordinances and resolutions concerning fire prevention and weed abatement.
  • Compiles information and prepares regular and special reports on inspections; identifies any actions taken with respect to fire prevention.
  • Conducts inspections of residential, industrial and commercial structures.
  • Conducts state, county and city licensing inspections as needed.
  • Prepares compliance or correction notices for code violations; conducts follow-up inspections to ensure corrections have been made.
  • Issues citations when necessary.
  • Makes court appearances and participates in other legal proceedings as needed for fire investigations and code enforcement activities.
  • Conducts research, analyzes data, and develops/enhances programs, regulations, and codes pertaining to the prevention of fire and protection of lives and property.
  • Participates in the land use entitlement and environmental review processes for development within or around the District as needed.
  • Conducts cause and origin investigations including those involving suspected arson and coordinates cause/origin investigations performed by other staff.
  • Conducts interviews of witnesses and suspects; maintains investigation logs, files, and reports.
  • Coordinates the District Emergency Operations Center (EOC)/Department Operations Center.
  • Develops and maintains the District Emergency Operations Plan.
  • Coordinates the District volunteer corps/programs.
  • Directs, trains, supervises and evaluates the work of assigned staff.
  • Makes recommendations as to hiring, promotion, discipline or termination.

The presence to be the voice of the Bureau externally in partnering with fire and government agencies, and the public.

EDUCATION & EXPERIENCE REQUIREMENTS

Education:

  • Possession of a high school diploma, G.E.D. equivalency or a high school proficiency certificate.
    • Secondary course work in fire science, fire technology, fire prevention, fire protection engineering, or a

closely related field desirable.

  • An associate degree is highly recommended, a bachelor’s degree from an accredited college with major coursework in a field applicable to the services provided by the District is desirable.
    • California Fire Service Training and Education System (CFSTES) Fire Investigation 1A and 1B or certification as a Fire Investigator 1 with the California State Fire Marshal’s office, or certification as a Certified Fire Investigator I (CFII) with the International Association of Arson Investigators (IAAI) or equivalent.
    • CFSTES Inspector 1A, 1B, 1C and 1D or equivalent.

Certification as an ICC Inspector 1 or Inspector 2 waives this requirement.

Special Requirements:

  • Possession and maintenance of a Class “C” California driver’s license and satisfactory driving record.
  • Possession and maintenance of a California State Fire Marshal Fire Prevention Officer I certificate or ICC Fire Inspector 1 required.
  • PC 832 module A; Arrest course required.
  • PC 832 module B; Firearms course desirable.

Experience:

Five years of progressively responsible experience in fire and building code enforcement of which three years are in a supervisory capacity.

COMPENSATION & BENEFITS
