The Community
Vallejo Sanitation & Flood Control District (District) serves the City of Vallejo and unincorporated areas of Vallejo. The City of Vallejo has a population of approximately 118,500 and is situated near major metropolitan cities such as San Francisco and the State capital of Sacramento. The area boasts a diverse community with a wealth of history, culture, attractions, and events. Residents enjoy a multitude of outdoor and recreational activities as well as the historic downtown and waterfront, shopping, and restaurants.

The Organization
The District’s mission is to provide quality wastewater and flood control services to the Vallejo community in order to protect the public’s health, safety and the environment. The District is an independent special district created by the State of California in 1952 governed by an eight-member Board of Trustees and employs approximately 85 full time employees working in Administration, Engineering, Environmental Services, Finance, Field Operations, Human Resources, Plant Operations & Maintenance, and Safety/Risk Management.
The fiscal year 2014-15 operating budget is about $34.3 million and the capital budget is $7.5 million. The District’s fund structure is comprised of three enterprise activities: wastewater, stormwater, and upper lateral program. The primary source of revenues is from service charges. The District continues to be financially stable and has the necessary resources to achieve its goals.
An average of 8.5 million gallons per day (MGD) of wastewater flows through the Ryder Street treatment plant on its way to San Francisco Bay. During large storms, the number can reach 60 MGD. Each year the District treats about 4 billion gallons of wastewater so that the community’s health and property are protected, and the Bay is safe.
The District spent $60 million on improvements that included upsizing interceptors, rehabilitating laterals and reducing inflow and infiltration (I&I). It also built a 3-million-gallon storage tank at the largest pump station and a 9-million-gallon storage basin at the Ryder Street wastewater treatment plant. The capital improvement projects reduced sanitary sewer overflows (SSO) from 333 in 2000 to 45 in 2009. The collection system achievements helped the District earn several awards from the National Association of Clean Water Agencies (NACWA) for permit compliance.

The Engineering Department is looking for leadership to strengthen their service to the organization.
The Position
The District is looking for an exceptional, team-oriented leader to manage all functions and activities of the Engineering Department, including developing and implementing the Capital Improvement Program (CIP) for sewer and storm drain projects. In addition, the Engineering Department provides development review in concert with the City of Vallejo, construction inspection, as well as administers an upper lateral reimbursement program. The Director of Engineering receives direction from the District Manager and employs sound engineering principles and utilizes best practices to develop, implement, and manage District CIP plans set forth by policy, ordinance, and Board approval.
The Director of Engineering:
- Possesses a managerial style that encourages innovation, ensures professional conduct and accountability, and mentors and develops staff.
- Practices strong interpersonal communications with peers and subordinates to build and maintain constructive relationships.
- Sets reasonable goals and develops a plan to achieve goals while ensuring routine activities continue productively.
- Solves problems, meets goals, and shares information to create improvements; exhibits adaptability and enthusiasm when implementing changes for the betterment of the services provided to the community.
- Conducts strong interpersonal communications to build and maintain constructive professional relationships that allow him/her to provide clear direction on work tasks and deadlines, and collaborate on interdepartmental projects.
- Maintains constructive relationships with consulting staff to ensure efficient completion of projects.
- Adheres to accepted engineering standards and ensures their staff adheres as well.
Minimum Qualifications
- Bachelor of Science degree in Civil Engineering from a college or university of recognized standing with major coursework in civil, sanitary, or hydraulic engineering with a minimum of 6 years of responsible or related work with 5+ years of experience in hydraulic engineering design and pump design, 5+ years of construction bidding, award, and inspection administration, and 5+ years of experience in supervision and management, including performance management and accountability. Preference is given for experience with a public agency.
- Licensed Civil Engineer in the State of California.
- Valid Class C California Driver’s License.
- Strong written and verbal communication skills are necessary for writing and presenting engineering projects and reports to the Board of Directors.
- Proficiency with business office, CAD, and engineering design software programs.
