The Area:

Alameda County is the geographic center of the San Francisco Bay Area, located across the Bay from the San Francisco peninsula, which stretches from the Golden Gate Bridge south to Silicon Valley.  Alameda County encompasses 738 square miles of land and has a population in excess of 1.4 million people, making it the second most populated county in the Bay Area.  The County is bounded on the west by the San Francisco Bay.  The crest of the East Bay Hills forms part of the northeastern boundary and reaches into the center of the County.

The Organization:

The Alameda County Transportation Commission (Alameda CTC) plans, funds and delivers transportation programs and projects that expand access and improve mobility to foster a vibrant and livable Alameda County. Governed by a 22-member Commission, Alameda CTC manages the county’s half-cent transportation sales tax and serves as the county’s congestion management agency. The agency delivers on average $160 million in transportation improvements each year that create jobs, enhance mobility and enrich communities.

The Position:

Alameda CTC’s Planning and Policy Team leads a variety of transportation planning and policy activities, including long-range and short-range planning, policy development and internal and external communications.  Planning and Policy staff are developing three multimodal plans (Goods Movement, Multimodal Arterial and Transit); updating the Countywide Transportation Plan; updating the Congestion Management Program including conducting level of service monitoring and updating the travel demand model; and implementing the Countywide Bicycle and Pedestrian Program and the Priority Development Area Investment and Growth Strategy.

The Planning and Policy Team also prepares a Legislative Program each year, develops agency-wide policies, manages targeted public relations and communications, and performs outreach and education to the public based on its annual Communications Strategic Plan. The team also supports community and technical advisory committees and industry meetings.

Minimum Qualifications:

EDUCATION and EXPERIENCE: High school graduation is required.  Equivalent to graduation from an accredited four-year college or university with major coursework in transportation planning, land use planning, travel forecasting and/or engineering or related field is desired.  Proficiency with Microsoft Word, Excel, and PowerPoint is required.  Proficiency with graphic design software, web posting/social media tools, ArcGIS, Google Earth, database management, and statistical analysis is desired.

Selection Procedures:  After the final filing date of October 31, 2014, application packets will be reviewed.  Prospective interns with qualifications best meeting the needs of Alameda CTC will be invited to participate in an interview process prior to November 17 2014.  Alameda CTC will make the final decision regarding a candidate’s eligibility.  All applicants will be notified by email regarding further participation in the selection process.  Travel costs are at the applicant’s expense.  Applicants considered for appointment will be required to undergo a post-job offer, pre-employment background investigation.

Employment Category and Availability:

This is an intern/temporary employee position reporting to the Deputy Director of Planning and Policy.  No benefits other than those that are mandated by state and/or federal laws and regulations are offered.  Interns should be available to work at least 20 but not more than 35 hours per week during regular business hours for at least a 24 week period of time not to exceed 1,000 hours in a fiscal year.
