Sacramento is quickly becoming a hot spot for urban nightlife and hosts an arts scene that rivals other cities with exceptional cultural, artistic, and leisure opportunities that enrich the quality of life, contributing to the lively and active metropolitan region.  There are many lifestyle amenities to revel in from museums, arts and culture including a busy film industry, to an annual international film festival, the Sacramento Zoo, concerts in the park, and a plethora of restaurants and shops.  The Sacramento Convention Center expansion project is underway and will include remodeled and new attractive facilities, with an opening planned for 2021.  The Golden 1 Center, situated in the heart of downtown Sacramento, is one of the newest professional sports and events arenas in the country, hosting hundreds of events annually, and is home to the NBA’s Sacramento Kings.  As part of an exciting downtown redevelopment project, Sacramento’s professional soccer team, Republic FC, plans to construct a 21,000 seat MLS Railyards Stadium.  For outdoor enthusiasts, guided river rafting; biking, walking, or running along the American River Trail; over 200 parks and parkways; golf; and many more attractions and activities are available.  There is something for everyone!

The Position

The City of Sacramento Finance Department seeks an experienced professional for its next Budget Manager who will lead all cycles of the City’s budget processes including annual development and ongoing implementation.  The City’s approximately $1.3 billion budget includes 400 funds, approximately 5,000 employees, and $625 million for General Fund and Measure U Fund operations and capital projects.

The Budget Manager is an at-will position reporting to the Finance Director and serves in their stead as needed.  The Finance Department is co-located with the City Manager’s Office, and the Budget Manager will have regular interactions with the City Manager and elected officials.  Experience working with City leadership and elected officials as well as strong political acumen and savvy is essential.  Being able to quickly pivot and address changes is critical to success in this position.

The Budget Manager is responsible for the Budget, Policy, and Strategic Planning division, leading a team that includes supervisory, professional, technical, and support staff, with six direct reports.  Regular collaboration and communication with all City departments and department leaders is key to achieving cooperative decisions.  The position presents reports to City Council on a regular basis, and leadership presence and presentation skills are necessary.  The Budget Manager is also involved in labor negotiations.

The Ideal Candidate

The ideal candidate will be a strong analytical thinker with extensive municipal experience and functional knowledge of California municipal revenue and finance principles.  Experience will include managing operating and capital improvement program budgets and leading the overall citywide budget processes.  Knowledge base must include principles, practices, and methods of financial management, modern public administration, and human resources management.

The work of this position is highly complex and political, and the ideal candidate is politically astute, detail-oriented, conscientious, and a hands-on leader.  Candidates must exhibit excellent communication and presentation skills, have a track record of collaborative leadership, and be comfortable with working long hours during budget cycles. Experience with Oracle systems such as Hyperion and PeopleSoft is desirable, as is an understanding of the labor negotiations process.

Minimum Qualifications

Qualified applicants will have five years of supervisory experience performing professional, administrative/finance work in a government setting, including at least two years as a supervisor or manager over a program or unit with significant responsibility for budget development, implementation, and administration.

Graduation from an accredited college or university with a bachelor’s degree in public or business administration, accounting, mathematics, finance, or a related field is required.  A master’s degree in one of the aforementioned educational fields may substitute for one year of the required supervisory, but not management, experience.

Typical Duties

  • Plans, organizes, directs, and manages the work of staff performing financial activities within the Budget, Policy, and Strategic Planning Division of the Finance Department including, but not limited to, services related to the development, implementation, and administration of the City budget; establishes, develops, and implements division priorities, goals, policies, procedures, and objectives.
  • Plans, develops, implements, and evaluates the City’s annual operating and capital improvement budgets and financial management activities; recommends and administers Citywide financial strategies and activities; assists with forecasting economic trends and predicting impact on City finances; helps develop and recommend City financial goals and objectives, and administers policies and procedures in accordance with the City’s core purpose, mission, vision, and values.
  • Monitors legislation and assures City compliance with finance-related laws, regulations, statutes, and codes.
  • Prepares complex statistical and narrative reports, correspondence, and other documents, including those required by law; makes presentations to City officials and others as required; may participate in the design, implementation, and control of automated financial systems.

Salary: $118,773–$178,160 Annually
