The Organization:

The Alameda County Transportation Commission (Alameda CTC) held its first Board meeting on July 22, 2010, implementing the first stages of the merger of the Alameda County Congestion Management Agency (ACCMA) and the Alameda County Transportation Improvement Authority (ACTIA). This merger allows for better coordination of transportation planning and programming within the County, as well as positions Alameda County jurisdictions and transit agencies to better compete for limited state and federal transportation dollars.

The Position:

Alameda CTC is looking for a motivated, detail-oriented individual to perform a variety of professional accounting work under the direction of the Accounting Manager. Examples of essential job functions include: analyze and reconcile project expenditure and revenue accounts, verifying availability of proposed funding and classification of expenditures; create billing documents in compliance with Federal, state and local agency requirements; follow up communications with project managers on past due invoices and provide reporting to management on the status of outstanding invoices; research and analyze complex accounting transactions to resolve questions and validate data; prepare journal entries with proper supporting documentation; produce billing packages for mailing and update billing schedules; apply payments received to invoices or accounting codes; participate in the preparation of audit schedules for external auditors and provide assistance during audits; reconcile general ledger and subsidiary ledger accounts; organize and maintain paper and electronic files including document scanning; assist in weekly accounts payable process; submit check information and initiate electronic payments through banking website; assist with quarter and year-end closing procedures; and provide general accounting support. The selected candidate must exercise a high level of attention to detail and have strong analytical and organizational skills.

Minimum Qualifications:

Degree from an accredited four-year college or university with major coursework in accounting, finance, business administration, or a closely related field and a minimum of three (3) years progressive accounting experience. Experience in governmental accounting, a plus. Must be proficient in Microsoft Excel and Word; possess accurate typing and 10-key skills; and have excellent verbal and written communication skills.

Selection Procedures: After the final filing date of June 9, 2014, application packets will be reviewed. Alameda CTC will make the final decision regarding a candidate’s eligibility. All applicants will be notified by mail regarding further participation in the selection process. Travel costs are at the applicant’s expense. Applicants considered for appointment will be required to undergo a post-job offer, pre-employment background investigation.

Salary:

$69,824 – $90,772 Annually

Benefits (subject to the Commission’s approval of a Salary & Benefits Resolution):

Retirement Program in the California Public Employee Retirement System (CalPERS):  Classic Member (current member of CalPERS) – 2.5% at age 55 (employee contributes 3%)  New Member (under new PEPRA laws) – 2% at age 62 (employee contributes 6.25%) Generous Cafeteria Plan which employees can use to choose the following:  Health, Dental, and Vision Insurance; and  Life, AD&D, and Long-term and Short-Term Disability Insurance.
