The Organization
Dublin San Ramon Services District is an independent special district founded in 1953. Serving more than 178,000 people, the District provides potable and recycled water service to Dublin and the Dougherty Valley area of San Ramon; wastewater collection, treatment, and resource recovery to Dublin and southern San Ramon; and wastewater treatment and resource recovery to Pleasanton
(by contract). The District also operates water recycling and wastewater disposal systems owned by regional
partnerships.
For fiscal year 2018, the District has 121 full-time-equivalent positions and an operating budget of $63 million. The capital improvement budget for fiscal years 2018 and 2019 totals $66 million and includes 64 projects. By 2027, Dublin San Ramon Services District is planning to invest $176 million to serve a rapidly growing customer base, rehabilitate or replace existing water and wastewater infrastructure, and develop alternative water supplies in collaboration with other Tri-Valley agencies.
The Field Operations Division
The Field Operations Division (FOD) operates the District’s systems for potable water and recycled water distribution and wastewater collection, including 319 miles of potable water pipes, 66.7 miles of recycled water pipes, 207 miles of sewer pipes, 16 reservoirs, and a new field SCADA system. The division’s personnel also maintain and repair these facilities under scheduled, unscheduled, and emergency conditions. FOD’s operational and maintenance activities meet or exceed the regulatory requirements and best practices recommendations of the State Water Resources Control Board (SWRCB).
The Field Operations Division operates from a new, 31,000-square-foot building. The division’s operating budget is $4.8 million budget for fiscal year 2018. Four new staff positions were added in July 2017, for a total of 15 operators at various levels. Joining the District at this time offers a great opportunity to work with a new, dynamic senior management team that is committed to revitalizing the organization and ensuring DSRSD remains dedicated to meeting its customers’ water, wastewater, and recycled water needs.
The Position
The Water/Wastewater Systems Operations & Maintenance Supervisor is a mid-level manager designated as the Chief Operator for the District’s water distribution system, as
defined under SWRCB certification regulations. The supervisor manages, administers and directs a comprehensive operations and maintenance program for water distribution and wastewater collection systems. He or she manages and coordinates the installation, operation, maintenance, and repair of wastewater collection and
water distribution systems, including underground lines and related facilities. The supervisor is responsible for overseeing and directing day-to-day operations, short- and long-range planning, and budgeting. Additionally, the supervisor plays a key role as a subject matter expert and reviews and evaluates technical and operational designs
in both capital improvement project plans and asset
management plans to ensure water distribution and wastewater collection systems meet the District’s
operational and regulatory requirements.
Specific responsibilities include:
• Establishes and revises the division’s operational and maintenance programs and priorities for the water distribution, wastewater collection, and recycled water distribution systems.
• Ensures the District’s water distribution and wastewater collection systems meet all regulatory requirements.
• Manages the selection, training, professional development, and work evaluation of division staff; creates and implements staff training programs related to the division’s functions; authorizes
discipline as required; and provides policy guidance and interpretation to staff.
• Directs, oversees, and develops the division’s work plan; assigns work activities; monitors work flow; reviews and evaluates work products, methods, and procedures.
• Manages the division’s asset management functions for the water distribution and wastewater collection systems, including reviewing and assessing system performance and needs, recommending systems improvements, overseeing underground line construction and repair, and developing and coordinating the division’s work plan with other divisions.
• Reviews capital improvement project plans and specifications for the water distribution and wastewater collection systems prior to installation to ensure designs meet all regulatory requirements, current and future system needs, and the District’s goals and objectives.
• Implements, oversees, monitors, and evaluates the use and efficiency of computer systems utilized in division operations, including SCADA, CMMS, and GIS; coordinates with staff and other divisions to maintain and update system settings and records; implements changes as needed.
The Ideal Candidate
The ideal candidate for the Water/Wastewater Systems Operations & Maintenance Supervisor has significant experience in managing the operation and maintenance of water distribution and wastewater collection systems. He or she has strong technical knowledge of regulatory requirements and reporting for the water distribution and wastewater collection industry. The ideal candidate is proficient in short- and long-term operational planning and making operational and technical decisions that have district-wide implications. He or she will be able to consistently evaluate, improve, and implement processes and procedures to ensure the Field Operations Division functions with maximum efficiency and regulatory compliance.
A successful Water/Wastewater Systems Operations & Maintenance Supervisor will have strong leadership, mentoring, coaching, and team building skills. He or she will enjoy leading staff, encouraging professional development and must have a proven track record of implementing standardized procedures while promoting safety policies and practices. The ideal candidate has exceptional communication and interpersonal skills and can demonstrate how he or she has built relationships and worked collaboratively with external agencies, industry stakeholders, and employees at all levels of the organization.\
Qualifying Education & Experience
Education – This position requires the equivalent of an Associate’s degree, with coursework in water distribution, wastewater collections, recycled water distribution, or a related field.
Experience – This position requires seven years of increasingly responsible work experience in the operation and maintenance of a variety of water distribution, wastewater collection, and recycled water distribution facilities, including at least three years in a supervisory capacity. Certifications/Licenses – The following certifications are required:
• California State Water Resources Control Board D5 Water Distribution Operator certification within one year of appointment
• California State Water Resources Control Board T1 Water Treatment certification within one year of appointment
• California Water Environmental Association Collection System Maintenance Level II
certification within two years of appointment, and a Collection System Maintenance Level III certification within four years of employment
Compensation & Benefits.
The salary range is $152,184 to $184,956 annually. Salaries are increased by 2.75% annually in December through calendar year 2021. The District also offers a generous and competitive benefits package under the Mid-Management Memorandum of Understanding, including:
• Health Insurance – Effective the first of the month following start date, choice of CalPERS HMO or PPO health plans, with a District contribution of up to $2,028 per month for family coverage
• Dental Insurance – Delta Dental insurance available the first of the month following start date, with 100% employer-paid premiums for employee and eligible dependents
• Vision Insurance – Vision Services Plan (VSP) available the first of the month following start date, with 100% employer-paid premiums for the employee and eligible dependents
• Life Insurance – Provided by CIGNA and 100% employer-paid, basic life equal to two times the employee’s annual salary, to a maximum of $400,000
• Disability – Provided by CIGNA, 100% employer-paid AD&D, Short and Long-term Disability
• Retirement – Classic Members, PERS 2.7% @ 55 (employee contribution is 10%); New Members, PERS 2% @ 62 (employee contribution is 50% of the normal cost, currently 6.25%)
• Paid Leave – 25 days per year and up to 35 days per year after 10 years of service
• Holidays – 9 days per year
• Sick Leave – 12 days per year
• Deferred Compensation Plan – Nationwide Retirement Solutions 457 Deferred Compensation Plan with an annual $2,500 dollar-for-dollar matching contribution
