Gary Palmer, Executive Recruiter

Prior to joining Koff & Associates, Gary worked in local government for over 20 years. After his first of two tours as an active-duty US Marine, Gary was sworn in as a police officer in the Washington DC area. Looking to further fulfill his passion for public service, Gary proceeded to work his way through the ranks in several cities serving as: Geographic Systems Analyst, City Planner, Grant Manager, Community Development Director (Metro Detroit), Assistant Town Manager, Town Manager (Knoxville TN) and finally as the City Administrator for Roswell GA (Metro Atlanta).

Gary has expertise in the following areas:  personnel management/coaching, public safety, budgeting and finance, land use, community and economic development, performance management and innovation. Gary has extensive experience working closely and directly with elected officials on their individual initiatives as well as their collective initiatives such as strategic planning, master planning, organizational/leadership development, and personnel management. During his tenure in those various billets, Gary oversaw several key executive recruitments to include Police Chief, Fire Chief, Finance Director, Transportation Director, IT Director, Chief Information Officer, Community Development Director, and Parks and Recreation Director.

Gary has served on numerous inter-agency boards, panels, commissions, and councils throughout his career and has been heavily involved in the International City/County Manager’s Association (ICMA) with the intent of advancing the profession, honing his leadership skills, and supporting his colleagues. Gary is a graduate of Leadership ICMA 2010, the Senior Executive Institute at the University of Virginia, and the Senior Executives in State and Local Government at the Harvard Kennedy School. Gary is a credentialed city manager through the ICMA, Certified Planner through the AICP, and Certified Municipal Finance Officer through the State of Tennessee. Gary holds a Master of Public Administration from the University of Toledo and has a philosophy of continuous learning and improvement.

Gary has worked in teams large and small, at every level of the organization, as both leader and follower. Gary understands leadership, the principles that make up a great leader and how to identify those that live those principles. Having a high level of exposure to all facets of government allows Gary to bring a deep level of experience and knowledge of the current issues facing today’s leaders and is dedicated to bringing great leadership to our client-communities.
