The Opportunity

Under administrative direction, organizes, coordinates and directs the work of the Engineering Division of the Department of Public Works; supervises professional and technical staff in the preparation of plans, specifications, designs, estimates and inspection of a variety of construction and maintenance projects and engineering functions; performs related work as assigned.

The Public Works Department

With a mission of providing quality services to the Berkeley community, the Public Works Department provides wastewater collection, refuse collection and waste reduction programs, recycling and solid waste management, street and sidewalk maintenance, City building maintenance, citywide transportation planning, traffic engineering, and parking, bicycle and pedestrian programs.  The department also performs maintenance of equipment and vehicles including those for core service departments like police and fire.  The City has several Public Works projects planned including expansion of green infrastructure including water cleansing and underground capacity storage, major street surfacing, and renovation of a recreation center and a health clinic.  The City also plans to demolish a downtown garage and replace it with a larger state-of-the-art structure geared toward Green Garage Certification.  The Department works together with the community to provide integral services that enhance the City’s appearance, protect the environment and strengthen the community.  Its 300 employees share the values of pride, courtesy and commitment and strive to offer efficient, cost effective services that support the City of Berkeley’s vision.

Experience & Qualifications

 Graduation from an accredited four (4)-year college or university with major coursework in  civil engineering –AND- five (5) years of professional civil engineering experience of which at least two (2) years included management or supervision of professional and technical staff.
Registered as a Professional Engineer in the State of California.
Possession of, or ability to obtain, a California driver’s license is preferred.

Compensation & Benefits

The annual salary range is $127,944 to $160,224, depending on qualifications and experience.  Position will be eligible for a COLA increase, effective July 1, 2016.
The City of Berkeley offers a generous benefits package:
Retirement:  California Public Employees Retirement System (CalPERS) formula, either 2% at age 62 or 2.7% at age 55 depending on the individual’s eligibility.  Employees are vested in CalPERS after 5 years of full-time service.
SRIP:  The City contributes 6.7% of the employee’s salary (up to a maximum annual salary of $32,400) into a 401(a) Supplemental Retirement Income account (SRIP). The City is not a member of Social Security, therefore only the Medicare portion is deducted from employees’ salaries.
Deferred Compensation:  Optional 457 b plan.  Employees may contribute up to $18,000 per year on a pre-tax basis.
Medical Plans:  The City offers a choice of Kaiser HMO plan or Sutter Health Plus HMO plan.  The City contributes up to the full family premium for the Kaiser HMO plan.  Employees pay additional premium costs if they choose the Sutter Health Plus plan.  Employees who have medical coverage under another plan may choose to waive City-provided medical coverage and receive a monthly stipend of $532.06.
Dental Plan:  The City provides group dental benefits through Delta Dental Plan of California.  The City contributes up to the family coverage for the plan, which covers 90% of dental charges up to $3,000 annually per person.  Orthodontic benefits are offered at a $3,000 lifetime maximum per person.  Employees who have dental coverage plan may choose to waive City-provided dental coverage and receive a monthly stipend of $61.64/mo.
Life Insurance:  The City provides employees with a $50,000 Life Insurance and Accidental & Death Dismemberment policy.  Employees have the option to purchase additional term life insurance up to a maximum of $300,000.
Sick Leave:  Twelve days of paid sick leave earned annually.
Vacation:   Vacation is accrued at the  annual rate of 2-6 weeks, depending on length of service.
Holidays:  Thirteen regular holidays and three floating holidays annually.
Administrative Leave:  Fifty hours of administrative leave annually.
Long Term Disability:  The City provides long-term disability insurance that provides partial income replacement in the event of disability.  Benefits paid at 60% of salary.
Retiree Medical Coverage:  The City pays a portion of the medical premiums of the retiree and eligible spouse or domestic partner based on years of service.  More information is available.
